US Apple IDs for the App Store
The largest group here. Some are new, registered a week or so ago; others were registered years ago, and the listing gives the year or the range. All of them sign in to the US App Store, so you see and download the apps published there.
Read two details on the listing: whether iCloud is activated, and whether 2FA is on. An account with iCloud not activated is for the App Store only; one with 2FA comes with a way to receive its codes.

Apple IDs for other regions
An Apple ID belongs to one country, and that decides which App Store you see: the apps, the prices and the payment methods of that country. Listings here cover Japan, Hong Kong, Turkey and the UK, next to the US.
Pick the region of the app you need. Changing an Apple ID to another region later is possible only in some cases, and Apple sets the conditions, so it is easier to buy the region you want.

- Turkey
- New accounts, about a week old
- United Kingdom
- One to two months, with email access
iCloud Mail accounts
Accounts with an active @icloud.com mailbox. You can read the mail at icloud.com, or add the address to another mail app; some listings include an app-specific password for exactly that.
An iCloud Mail account is still an Apple ID, so everything above applies: it has a region, and 2FA if the listing says so.

Signing in without tying it to your own iPhone
If you only need the App Store, do not sign in at the top of Settings. That makes the account the phone's main Apple ID, with iCloud, backups and Find My on it.
Sign in under Media & Purchases instead. Your own Apple ID stays the main account of the phone, and the bought one is used only for downloads.

Codes and the first login
A 2FA listing comes with a way to get its login codes, usually a link to a page that shows the code sent to the account's phone. Keep that link with the password.
If the first login fails with the details as delivered, open a ticket from your order page within the replacement window on the listing. The replacement covers that first login, not what happens to the account later.
Apple's rules
Apple's terms do not allow transferring an Apple ID, and Apple can ask any account to verify again or lock it. Nothing about an account rules that out. Use it within Apple's terms.
